The reason cloud doesn't equate to money saved is complexity. Modern distributed cloud applications, particularly those running on Kubernetes, span multiple environments - and sometimes multiple clouds - scaling up and down automatically in response to fluctuating demand. This represents a massive advance in terms performance and availability, but a headache for dispersed dev teams for whom optimising CPU, memory and other services quickly becomes a challenge.
As a result, cloud resources are typically over provisioned, sometimes by a substantial factor.
